Even if it did block the NK and erase all rollover info somehow, I still think it would've been too early for a townie to use such ability. All it has done so far is delay the days and give us little to no information. Not that I'm saying it was the worst decision to make if a townie DID do this, but it makes more sense to me for it be a mafia move.
Right now, with the lack of an NK, I think either the nk sender was stunned/jailed, or the nk target was protected/jailed, assuming the existence of a jailer, of course. Although with the number of mafias in this game, I wouldn't discard the possibility of mafia not sending in an NK and obscuring rollover info to mess with us just yet.
