I dunno what to make of the curfew yet. We can rule out it being an active ability, but we can't rule out it being a passive or just a necessary thing for all the flavor to be written out, depending on how much is prepared ahead of time. 23 choose your own adventure events can't exactly be easy to hammer out between rollover and phase end, and with rollover flavor and action results AND messages in the mix it may just be a way for the hosts to be able to handle their job. I don't think getting all that done inside of an hour is particularly feasible at all.
It does give us a curious advantage, I think, if we play our cards right; for this phase, at least, there is time when no actions can be changed but we can still speculate. Assuming the mafia aren't somehow exempted from the rules, there's a time period where we can say things without fear of immediately being stunned out of action or killed for them. If the rules don't change and there's an early action cutoff every phase (or at least during night phases) for the hosts to get the game in order, we might be able to take advantage of that at some point.
Just something to keep in mind.
