The curfew could be someone's ability and that's why Kiyoko isnt answering questions about it. Maybe a police officer or someone.

I was thinking about it as an ability but would someone have been able to send an action in before rollover?

A passive? Like as long as you are alive, there is a curfew. If said curfew also effects mafia, then I'm thinking its town.
